James Glickenhaus's follow up to his remarkably successful The Exterminator (1980) has square-jawed Ken Wahl of The Wanderers (1979) in the title role, fighting Russian terrorists who threaten to irradiate 50% of the world's petroleum fields with a hijacked nuclear bomb. Glickenhaus left the film business to become insanely wealthy as a collector and dealer of high-end cars. But in between directing, he produced Maniac Cop (1988), Basket Case I and III (1990/92) and Frankenhooker (1990) amongst others, thereby sealing his reputation as a prince of New York independent exploitation cinema.
